Frank Smith, a North Lake Avenue sign maker, says he is tired of noise and fights he believes originate at a nearby bar, a location the city police chief says is a trouble spot for his department.

Smith has contacted Mayor Thomas M. Whalen III and the state Liquor Authority asking that activities at Izzy's Pub at 62 N. Lake Ave. be better monitored.

"I wake up every night when the bar lets out at 4 a.m.," said Smith, whose business and home are located within a block of Izzy's in a worn stretch of North Lake Avenue that is a mix of student and working-class housing. He said it is noise from patrons, the sound of …
